(Image: WSJ 2019 Australian Contingent) The corruption watchdog’s much-delayed report on its investigation into the activities of former Wagga Wagga MP, Daryl Maguire - titled ‘Operation Kepel’ - found both he and one-time girlfriend Gladys were guilty of “serious corruption”. That sort of language did not come as a surprise in relation to Mr Maguire, whose dealings linked to an immigration scheme, were laid bare for all to see during public inquiries which also exposed the intensely personal details of Ms Berejiklian’s relationship with Mr Maguire. Mr Maguire’s two, relatively-unknown partners in the scheme, also came in for adverse mentions by the ICAC. But what many have found hard to reconcile was that Ms Berejiklian has been branded “seriously corrupt” despite ICAC failing to refer any potential criminality in her actions for consideration by the NSW Office of the Director of Public Prosecutions. After a decade of shame, with countless innocent targets unfairly smeared by its excessive and overreaching powers - which are subject to insufficient oversight - it’s perhaps too late to fix this rabid, reckless “watchdog”. More likely, it needs to be put down so that NSW can design a new, more effective and less headline-seeking integrity agency. We should start the process by talking to some of the many ICAC victims who have been unfairly persecuted, some lucky enough to have ridiculous allegations against them thrown out of proper courts of law. They are ready to have their stories heard and their experiences taken into account to reform the state’s capacity to fight corruption - with an agency that does what it’s meant to, rather than one that’s manipulated to destroy political enemies. Father Martin’s Musings Creating a personal legacy One of them was how the positions of authority in the British royal family seems to be readily known and then accepted once a child is born into the family. I’m sure that the lives of these people are so well programmed that it leaves little room for any personal initiative. This reality seems to be more readily accepted by some members of the family and less by others! Yet there are some things in life that can’t be transferred to anyone rather they need to be personally created. One of these things is the depth and the quality of relationships that people create with others. To the extent that people have created good and vital relationships with others is a good measure as to how effective and successful their life has been. What people give of themselves to others in time and effort is often best appreciated when they retire from their work and finally at their death for others to remember. No one I believe over time really leaves a neutral influence on others. While speaking of British royalty it’s a fair comment that Queen Elizabeth was a wonderful success in how she related to everyone who came her way. New water stations Our Council recently installed four new Sydney Water bottle refill stations at Riverglade Reserve and Weil Park. The stations provide drinking water to help locals to avoid the purchase and use of single use plastic water bottles, particularly as we enter Plastic Free July. At our recent Waste Wise festival, Sydney Water refill units were used by patrons to fill bottles, with data showing a huge amount of plastic water bottles were saved from being purchased, and kilos of plastic was saved from going to landfill. Keep things going while Plastic Free July is underway by bringing your reusable water bottle and refilling it with fresh water at one of our new water stations. These stations also work as drinking fountains. Cultural exchange program Our 35 year friendship pact with Le Vésinet has once again been marked by welcoming the most recent cohort of students to experience the unique character of Hunters Hill. I had the pleasure of welcoming several of the French students from the 2023- 2024 exchange program during a reception last week at Town Hall. The students were excited to have the opportunity to explore their sister city and for the first time some exchange students will be treading in the footsteps of their parents, a milestone for the long-running exchange and cultural program. At our recent Council meeting, Councillor Richard Quinn highlighted that one of the students in this year’s cohort has a parent who visited Hunters Hill as part of the first delegation of exchange participants from Le Vésinet in the 1990s. This is a demonstration of the value of our long-standing friendship with Le Vésinet and the success of this exchange program in providing students with special memories and life-long connections. We look forward to hosting these students for the next six weeks and hope they get to enjoy all that Hunters Hill has to offer. Clr Zac Miles is Mayor of Hunter’s Hill Every year, Council awards grants to assist community groups and notfor-profit organisations financially to provide projects, events and services that benefit the broader Hunters Hill community. Hunters Hill Guest Column Changes to planning law allow anyone in New South Wales to seek a rezoning of their private land. To The POINT Planning laws at all levels of government create rules for development based on strategic needs and conditions. Local councils adapt a uniform State government prototype Local Environmental Plan (LEP) to reflect local environmental, social and other factors, control building construction and protect the environment. Zoning controls conform land use to the strategic aims for the Local Government Area (LGA), taking account of the character, environmental assets and amenity of the area which people can enjoy, among other factors. However, councils do not have the sole right to create zones. Any private landowner can seek a different zone by lodging a “planning proposal”. Successful proposals cause ad hoc spot rezoning which could completely change the character of a suburb. A new zone established in this way may create a precedent and spawn similar “planning” proposals, creating a random spread of multi-story buildings in low density residential areas. Councils are allowed 90 days from the lodgement of a planning proposal for a new zone until they submit it to the Minister for Planning for decision in the so-called Gateway stage. If a council takes longer than 90 days, the developer can put the proposal directly to the Minister. The windfall to a developer who can gain a higher density zone can be significant. The speed required for this process sacrifices public involvement. The threat that a council could be sidelined, once time runs out, is undemocratic. This is happening now in Boronia Park in Hunter’s Hill. The Montefiore Jewish Home applied, consistently with the intention of Hunter’s Hill Council to increase some building densities in the LGA, Planning no longer for the people By Heather Armstrong to change the zoning of their land from low density two storey residential housing for seniors to one of the many more intense zones, SP2 Infrastructure. This will permit two six-storey, and four four-storey buildings housing 144 “premium independent living units” surrounded by sensitive bushland and native wildlife. The planning proposal was worked on for at least 18 months with Council and put to a council meeting with less than one week’s notice to residents. The Local Planning Panel (LPP) was given four days to consider 1046 pages of reports, with Council recommending that the proposal go the Gateway determination. Not surprisingly, the LPP declined to do so. Public exhibition is required before the planning proposal is finalised. If the zone change sought is approved, the current review of the LEP faces a fait accompli. The rezoning would set a precedent for similarly increased density. A council keen on increasing density may take advantage of that precedent in its LEP review. It’s not just citizens who have little capacity to influence planning decisions. Councils long ago lost control of projects declared by the NSW Minister to be critical infrastructure or State Significant Development. No council can interfere with the Department of Planning’s control over those developments. Having our voices heard is vital. He inherited his peerage as the grandson of Scouts founder Robert Baden-Powell, 1st Baron Baden-Powell and Olave Baden-Powell. The peerage descended to him upon the death of his brother Robert on December 28 in 2019. ”He is succeeded by his son David Baden-Powell of Melbourne as the fifth Baron of Gilwell,” JB said. ”Michael is survived by his wife Lady Joan who he met in London at the International Scout and Guide Club meeting in Baden-Powell House when she was a visiting Cub Scout leader from Melbourne.” JB said he met them both in London and was a guest at their wedding in Melbourne and met all the family members including his mother Carine Lady Baden-Powell, sister The Hon Wendy Baden-Powell (now resident in Melbourne), elder brother Robert - the third Baron - and the original Lady Baden-Powell Olave first World Chief Guide. ”JB has hosted Michael’s mother and sister on numerous occasions in Sydney and Wendy officially opened the Girl Guides museum room at historic “Addington” Ryde home of the St George’s Guilds in Australia which I founded,” he said. Massive rental crisis Dear Sir, I don’t usually support The Greens but I think their stance on NOT passing the ALP’s $10 billion Housing Australia Future Fund for social housing, unless the Government implement a two year Rental Freeze is something that we should support. Rents in NSW have gone up 22% and homelessness is up 34%. In 2019 the ACT Government implemented a rental freeze and latest figures have revealed that unit rents in the ACT went up by only 1.5% while in Sydney they went up by a massive 19.3%. In the ACT rents can only go up by 10% above the inflation rate. So why don’t we try this in NSW (and especially in Sydney) where we are about to see another 400,000 migrants come into Australia, especially into Sydney and Melbourne. These migrants will add even more pressure to the rental market. A rental freeze was implemented by the Federal Government in 2020 during the Covid crisis, well we now have another crisis in the rental market in 2023 and we should treat this crisis with the same type of approach by both State Governments and the Federal Government. Featuring Compressed Air Foam System (CAFS) technology, the trucks use a mix of foam and water to extinguish fires faster than previous models and use less water. They have the capacity to pump at 6000 litres a minute, which is the most powerful pump on any Fire and Rescue appliance. The platform’s Hornsby Fire Station has received a new, state-of-the-art Aerial Platform to tackle high-rise emergencies. Jerome Laxale defies his own government on Armenian crisis Artsakh is an enclave of 120,000 Christian Armenians surrounded by Azerbaijan and its main link with Armenia - the Lachin Corridor - has been blockaded by Azerbaijan for two hundred days. The blockade has resulted in a humanitarian crisis with medical aid and food unable to get through from Armenia. Ryde and North Sydney have significant Armenian speaking communities and - as former Mayor of the City of Ryde - Mr Laxale supported Ryde’s recognition of Artsakh as an independent nation. Executive Director of the Armenian National Committee of Australia Michael Kolokossian praised the two local MPs and described the Albanese Government’s reluctance to call out the blockade as shameful. “Two hundred days of silence on one of the most critical man-made humanitarian crises right now is shameful,’’ he said. “Australia is a country that prides itself on human rights and democracy yet fails to voice support for a fledgling democracy having its entire population subject to human rights abuses.” He said the local Armenian speaking community will hold the government to account. “It is important to remember that this is not just an Armenian community issue, it’s a human rights issue,’’ he said. “Australia needs to join the right side of history and join its voice with the democratic world.” Among the state MPs to have provided messages of support are: Ryde MP Jordan Lane; NSW Premier Chris Minns; Willoughby MP Tim James; Kogarah MP and senior minister Steve Kamper; Prospect MP Hugh McDermott; Oatley MP Mark Coure. Azerbaijan has denied it is involved in the blockade, which it insists is being carried out by eco-protestors. It does not recognise the Republic of Artsakh. BENNELONG MP Jerome Laxale has defied his own government’s position on Azerbaijan’s blockade of the Armenian speaking Republic of Artsakh to support the pro-Armenian position of North Sydney MP Kylea Tink and The Greens. ☐ The Armenian community in Australia and overseas are holding protests this month to call for an end to Azerbaijan’s blockade of Artsakh. ☐ Bennelong MP Jerome Laxale has been praised by the Armenian National Committee on its website. A sunny, warm winter’s day with only the hint of a light breeze provided the perfect conditions for version 2 of City of Ryde’s popular food and wine festival Cork & Fork by the Riverside on Sunday. On Rowe Street Eastwood a determined project group is working to share and enjoy these popular elements of Korean culture and much more with the wider community. The project, funded by NSW Government, has been named “KoreaTown” and the group’s vision for Eastwood includes K-Pop music festivals, street-dancing, Korean traditional dance performances, baked goods, Korean cuisine and night markets served up to a thriving night-time precinct around the clock. KoreaTown is just one of 21 new projects supported by the NSW Government’s Uptown program. This program was brought in to encourage local businesses to collaborate and build a self-sustainable cultural district. Each district was then given tools and resources to brand their project and brought to the table their ideas. Minister for Music and the Night-Time Economy John Graham said the Korean Community Chambers in the City of Ryde (KCCR) will use the $198,200 Uptown grant to bring their vision of marketing Eastwood as ‘KoreaTown’ to life. “The KoreaTown district team will use this funding to commence an advertising campaign with the goal of attracting four million visitors to Eastwood to enjoy the great food, entertainment and Korean goods on offer” Mr Graham said. “Ideas like this will not only enhance our state’s global reputation, but it will also highlight the vibrant, diverse, and exciting opportunities available to visitors and residents across Greater Sydney.” Moko Eastwood owner and KoreaTown representative Jong Hoon (“Jimmy”) Park said Rowe Street, Eastwood was already home to 120 Korean shops and restaurants. “We are only a small street, but we are full of Korean culture, and we want to encourage more people to come and experience what we have to offer,” Mr Park said. “The Uptown grant will allow our collective to hire a marketing agency to promote Eastwood as KoreaTown through partnerships that will showcase our offering whether daytime or into the night.” NSW 24-Hour Economy Commissioner Michael Rodrigues said KoreaTown was just one of the great district visions for Sydney to come out of the Uptown program this year. “Uptown will help these districts to deliver brilliant night-time experiences that will enhance greater Sydney’s rich social fabric and bring more visitors to these great locations,” Mr Rodrigues said. It follows a Ryde Council resolution in January 2022 that the City of Ryde will partner with the Eastwood business community, residents, and other appropriate stakeholders to formally establish the Koreatown precinct on Rowe Street East. City of Ryde Councillors Daniel Han (LIB) and Charles Song (ALP) – both of Korean descent – are chair and deputy chair, respectively, of the Koreatown Working Party which was convened on May 9 last year in response to the resolution. The first stage of that Council activation – the installation of place markers, Korean-styled decals on bins and footpaths, and street banners in traditional Korean colours – is scheduled to be completed later this month. It will be followed by an artistic treatment to the fa√ßade of the Rowe Street East carpark that will provide further recognition of the Korean business community. It is expected that stage will be completed by October this year. Council staff engaged a Korean artist to provide culturally appropriate input into the design elements of the project. It means first home buyers purchasing a property up to $800,00 will pay no stamp duty, saving up to $30,735 under the changes. “July 1 will be a great day for thousands of extra first home buyers who will now pay zero stamp duty on their first home purchase,” Treasurer Daniel Mookhey said. ”These changes will help five out of every six first home buyers pay no stamp duty, or a concessional rate, and delivers a key election commitment. ”The changes implemented ensure first home buyer assistance in NSW is simpler and fairer, helping those who most need support. “We know stamp duty can be a considerable barrier for first home buyers. The changes starting today will allow thousands of first home buyers to enter the market sooner and give them a boost when competing with other buyers.” Based on the current housing market, NSW Treasury expects about 8,600 first home buyers in the $650,000 to $800,000 range to pay no stamp duty over the next year, and about 4,400 first home buyers in the $800,000 to $1 million range to pay a concessional rate of stamp duty. The former government’s land tax scheme gave people paying between $1 million and $1.5 million larger stamp duty reductions than those able to afford homes up to $1 million. The former scheme closes on 30 June 2023. Buyers who opted in will continue to pay property tax until they sell that property. Police allege the incident occurred around midnight on Tuesday on Shaftsbury Road where the male suspect had allegedly attempted to break into the man’s car. “The victim has seen the male offender standing at the rear driver’s door of his vehicle and heard a car door close,’’ police said. “The victim has walked further up his driveway and the male offender has turned around and challenged the victim while using an item to puncture the drivers rear tyre.” It is alleged another male suspect punctured the passenger rear tyre. “Police observed three males on Shaftsbury road Denistone where they were requested to stop but they ran from the location with police officers able to stop one of these males,” police said. “Whilst speaking to one of these male offenders, he supplied the identities of the other two males and as a result police attended the residence of the two other males and seized two knives and subsequently arrested both offenders.” The older male was charged with trespass and malicious damage offences with the younger male offender will be dealt with under the Young Offenders Act. *** A KNIFE was found by police on a suspect in Denistone around 7:45pm on Saturday night, June 24. “Police officers attended a residence in Denistone in relation to a domestic violence incident and received information a male resident had left the premises and was possibly in the possession of weapons,” police said. “Numerous Police resources were utilised including Polair locating his vehicle on Epping road, North Ryde where a search located a large 30cm knife and illicit drugs believed to be gamma hydroxybutyrate.” He was charged with possess knife in a public place, possess prohibited drug and drive vehicle whilst suspended. Spirit and APIA win away Our two local Premier League football clubs won away from home on the weekend with APIA Leichhardt defeating the Bulls FC Academy 2-1 and North West Sydney Spirit defeating Manly United by two goals to nil. Star striker Jack Armson scored both APIA goals in the 36th and 67th minutes after the Bulls led one nil with a goal in the 21st minute. APIA dominated the game at the Sydney United Sports Centre in Edensor Park and Coach Franco Parisi said his side could have scored more goals. “The first half I think both teams could’ve had a few more goals but in the second half, we had our moments but got the one that counted,’’ he said. NWS Spirit rose into the top half of the table with goals to Kota Odukura in the 12th minute and Mitchell Davidson in the 29th minute at Cromer Park. The match produced a display of free flowing attacking football but it was North West Sydney which put away the chances.
